As of November 1, 2026, the issuance of fiscal receipts containing a QR code will become mandatory. At present, there is an ongoing public discussion regarding the possible postponement of this deadline, but nothing concrete has been announced so far. In this regard, we are also aware of a letter sent by the Chamber of Tax Advisors to the Ministry of Finance requesting clarification. The main issue is that the technical requirements for implementing the QR code on fiscal receipts have not yet been clearly defined. Our recommendation would be to contact your electronic cash register provider to inquire about the upda tes they intend to implement to enable QR codes on fiscal receipts, in view of the November 1 deadline. Failure to comply with this requirement could result in fines ranging from RON 2,000 to RON 4,000.
